<p>Pam Preston brings extensive experience as a team leader in both start-up and global corporations in the contract manufacturing, semiconductor and construction materials industry.   For the past decade, Pam’s focus has been in Cleantech, as CEO, Business Development and VP Sales for companies specializing in green building materials and renewable energy.</p>

<p><strong>Subject:  Front Windshield Tinting Standards in Texas</strong></p>
<p>On June 4, 2012, the IWFA sent out a Legislative Notice to all IWFA members clarifying its position on the use of window film products on the front windshield of automobiles with a specific emphasis on the use of “clear” films.  <strong>Recent conversations with the Texas Department of Public Safety (DPS) officials and some IWFA dealer and distributor members located in Texas clearly indicate that there are installers advertising and installing window films on front windshields which may not comply with Texas regulations.   This situation needs to be addressed immediately and aggressively by our industry.</strong>  The Texas legislature and DPS have worked closely with our industry to establish one of the best automotive film laws in the country, resulting in a partnership between industry and the enforcement community which can address questions and concerns from customers, members, and the enforcement community<strong>.  A disregard of the current Texas law and regulations by the installation of film products which clearly do comply with those laws and regulations may seriously jeopardize the success of these joint efforts.  The International Window Film Association (IWFA) supports the efforts of the Department of Public Safety to achieve full compliance and provide all industry members with “a level playing field” of clearly stated and fairly enforced regulations.</strong>  <strong><em>DPS has notified us that the illegal use of film will not be tolerated.  Violators are now being identified and appropriate enforcement actions will be initiated.</em></strong></p>

<p>The information provided under Texas Administrative Code, Title 37, Part 1, Rule 21.1 establishes the following requirements:</p>
<ol>
<li> Sunscreening devices must be applied above the AS-1 line.  If there is no AS-1 line, sunscreening devices must end five inches below the top of the windshield.</li>
<li>Sunscreening devices may not be red, amber, or blue in color.</li>
<li>Sunscreening devices, when measured in combination with the original glass, must have a light transmittance of 25% or more.</li>
<li>Sunscreening devices, when measured in combination with the original glass, must have a luminous reflectance value of 25% or less.</li>
<li><strong>A clear (un-tinted) UV film is allowed on the front windshield without a medical exemption being required.  </strong></li>
</ol>
<p><strong>There should be no visible light transmittance below 70% for the combination of film and original glass on the front windshield of vehicles!</strong> <strong>It is imperative that all members comply with all regulations to continue having the support of the enforcement community for one of the most effective film laws in the country.</strong></p>
